It could be that your ISP is throttling your IPTV service try VPN.
I have fios and was getting a lot of buffering with my 2019 Shield Pro. Turned out it was my VPN that caused the issue. Tried another and problem has almost completely gone away...only getting very occasional and quick buffering.
Yeah I'm with Frontier Fios and it was confirmed that they are throttling the speed
Try installing Kodi. Your service will need to provide links for .m3u and .xmltv files. On Kodi install PVR IPTV Simple Client. Put your info in the PVR client. Install Ares Wizard available here hxxp://areswizard.co.uk/. Run the wizard and generate a .advancedsettings.xml file. The xml set the size of your cache, which type of files to cache, the read speed of your incoming signal, whether to cache to hdd or RAM. If your system plays legit sites well, this will definitely reduce buffering. Kodi works on Android, iOS, Linux, Mac OS X,tvOS and Windows. Any PC or laptop with a good graphics card out performs cheap Android boxes. You can install most of the OS's on a PC and boot into the OS you want at the moment.
10 different services and even a fiber service buffers?
There is only one common denominator in all this... Whatever box you are using to stream with!
Time to dump the cheap box or dongle and get yourself something good like a Shield.
...not sure what the issue here is but I can tell you one thing....it's not FiOS and it's not the router.
