Hardware recommendations.

There's so much information out there but it's very fragmented so it's hard to figure out what works together. So I'm coming to you for help.

I want to; be able to run torguard android vpn app because I'm too old and stupid to set it up manually. Connect an external HDD to be able to record things when I'm not at home.
It would be nice if it had built in chromecast because I'm out of hdmi ports.
It doesn't need to be the cheapest box out there but I'd prefer it not to be the most expensive one either. Also, anybody has any software recommendations and what they do and cost it would be greatly appreciated too.

Honestly for future proofing without necessarily breaking the bank I would highly recommend Shield TV Pro, Tivimate to configure your sub.

I would connect an SSD drive and use it to transfer your installed apps. With Tivimate if you have a desktop computer you can actually use the built-in Tivimate SMB, and set path to your PC and save your recordings there. Then you can with any other streaming device (Fire Stick) with Tivimate loaded, you can point to your recordings. The idea of course is that you don't have to be in front of the same TV you recorded from.

For IPTV Formuler is second to none and does what you want it to right out of the box. no 3rd party apps, actual TV look and feel.... I would say the Z8 is best for you.. but the Alpha or Neo will be good for IPTV as well of course.. giving away some free ones too if you search formuler contest
