Use the Spotify Philippines method. Took me about a hour to sort out but I get a family account for about £3 a month.
Stalker servers support radio channels.. not many servers utilize this though.
If you at asking where go to download content, that's not really like iptv at all.

I am using Prime music since I ditched spotify. It has enough music on there and for a fee cheaper than my spotify fee I also get movies and deliveries etc.

I guess a Plex server would be the most similar thing I can think of.
Really tho, people looking for a saving on Spotify are more likely using hacked or cheap spotify/deezer accounts unless they are after very specific types of music they're sharing with like minded people.
