No. Not unless you are subscribing to IPTV providers that have re-distribution rights. There are only a few of those and they are big brand names that advertise on TV and are much, much more expensive.
It depends. There are legal and illegal IPTV services which exist. If it's a service sold by major ISP and/or Pay TV providers, then it's almost definitely legal. If it's some service you found online which takes cryptocurrency as a payment method, then it's almost definitely illegal, providing access to unlicensed content, and violating copyright law. Whether or not it is IPTV and whether or not you paid money to access it has no bearing over whether it's legal.
I also have to point out that you are also subject to whatever the laws are of where you live. The UK is far more strict on both users and providers of illegal IPTV services, for example.

Even if it's technically illegal, you need to consider the fact that governing bodies around the world have limited resources. They only have so many lawyers, and so many funds at their disposal.
Therefore, even if it is technically illegal, they are not going to waste their time pursuing cases against individual consumers - there is no monetary advantage to them. Instead, they go after providers and resellers, which allows them to potentially sue for much more money per case, and simultaneously take down key points in the IPTV service chain.
It's the exact same reason you almost never hear of police arresting consumers for purchasing illegal products on the dark web... what impact is that even going to have (aside from making the odd example of one poor shmuck).

If you’re talking about the kind of IPTV you find on Twitter that provides all sorts of major sports channels for a fraction of the price then yeah it’s 100% illegal.
That being said though they don’t go after the consumer. Likely because it’s a massive waste of time. I’ve never heard of anyone who has been prosecuted or dragged to court by Sky or BT for watching Newcastle vs Everton. They mostly go after the providers because for them that is the source of the problem. Think of a tree. The providers and resellers are the root of that tree. The consumers are the leafs on that tree. If you cut the leafs off a tree they will eventually grow back. This is why it’s mostly providers they go for because they are the root of the problem. Targeting consumers is a waste of time.
These corporations have no one but themselves to blame for the prevalence of illegal IPTV. Maybe if Sky and BT didn’t price football fans out of watching their team play people wouldn’t be turning to illegal means. It’s only going to get worse with the whole Sky £15 per PPV pish for teams in the EPL that are not broadcast live. It’s corporate greed.

Yes, IPTV can be perfectly legal, it's just the sending of video over IP. What matters is what you watch, if its pirated content where the copyright is not respected... then yes illegal BUT only as much as buying a dodgy DVD in the pub or ripping a CD.

You have purchased it which is illegal so at that stage does it really matter if it is illegal to consume.

In most jurisdictions it is illegal to offer and provide these IPTV services. But it is not illegal to subscribe to them.
By the way it's against this subreddit rules to name your provider. I would suggest you edit that out
