They dont go after the customers, just the providers.

Sounds like you are just sticking to legal and private services, meaning netflix,hbo,disney themselves would have to collect user data and submit it to german authorities saying you have breached their terms of services.

I have never heard of this scenario becoming a reality, Worst thing I see happening is they blacklist VPN servers.

Illegal IPTV streaming is a whole different conversation.

Before they go after the end users they will for sure go after all of the suppliers. They will go after the people profiting first. It looks much better if they charge and fine people profiting over charging and fining people who spend $10 on illegal service.

I think very safe. There is a huge number of iptv viewers now using VPNs in Europe. Obviously make sure your IPTV provider allows VPNs, some don't.

You are fine. If possible, pay by crypto as well. If they really wanted to go after you, tracking the payment would be much easier than your ip address but as the guy above said, they rarely care about customers
