There is a version of smarters for PC.
Duplex player works very well on window.

i use a webplayer called LTQ. not sure if this helps or not
Bluestacks + XCIPTV
Run your provider info through the M3u4u.com site.
Then you can have them generate an m3u for you to use in any of the available players.

For Linux check out hypnotix which is a Linux Mint developed app but will work in ubuntu and others I'm sure. It's fairly new and still evolving. https://github.com/linuxmint/hypnotix

I added Xtreme UI support on version 7.5.5. In the upcoming version (7.6.4) XC UI will be fully supported: catchup/timeshift + epg through xc ui + option to choose epg api (xmltv or xc)
bluestacks + IPTV smarters pro, I am not sure if running an android emulator is what you're looking for but it's working like a charm for me.
I think progdvb can run xtream codes parameters. Vlc is m3u only
