I would say as safe as giving your IP. MAC is "unique" as IP is unique, it can be masked as an IP can, but if you are doing something really bad on internet, MAC can lead to you, but for IPTV I guess you do not have to sorry feds waking you up with flash grenade.
your mac address is directly related to your device. Each device with a NIK card has its own specific mac address. Although not used to track you in almost every case but if the worst-case scenario happens then it can be used to prosecute if confiscated but rarely happens as prosecutions for an individual in North America are far and few between.
Most devices also have a way of amending the MAC address for adding to portals. For example STB Emulator is fully editable so you can just amend the last character to something random.

If you're hiding your IP address, then handing out your MAC address is not too smart. The MAC address provided by the equipment manufacturer is worldwide unique. It can be easily matched up with your identity.
Your MAC address only needs to be unique on your local network. If at all possible, you should change your MAC addresses.
edit: If you use a service that requires an original MAC address, they are violating network protocol.
