How to access Iptv smarters

Is the only way to plug in an M3U files by hand? Is there a URL that I can log into? (Using a firestick)

You need to install the Smarters app onto the firestick. Then you need to contact your IPTV provider and either get an m3u url or an xtream code login assuming they provide either of those.
