How do I convert an IP to m3u8?

Question

New to this IPTV stuff and I have an IP, example:

http://streamproviderabcd.com:8080/12345678/12345678/stream

And the website I'm adding this stream only accepts m3u8s, MOVs, MP4s, MKVs and WEBMs and I've tried with all of them but it doesn't work, how can I convert the stream?

Best bet is to try an app that allows Xtream Codes login, or alternatively you can try and use a program like IPTVBoss to get a m3u URL/file.

Can't you paste the URL into a plain text file and save it with the .m3u8 file extension?
