GSE IPTV asks for an m3u url and I only have the file locally. Where can I upload the file to get link? I tried Google Drive and iCloud and none of them worked.

Huh? The file locally? The URL is a link to the external IPTV servers. Just type it in
By typing in the link you got the m3u from.
Bit.ly should work or try m3u4u its free and gives u epg as well for free
