From my experience Apple TV’s best iptv apps are paid. IPTVX and iprotv. They have free iptv apps but you get what you pay for. IPTVX closely resembles Netflix’s interface.
Android TV with TiviMate is by far the best set top box replacement. I was full Apple TV 4K in my house and switched entirely over to Shield devices due to TiviMate.
Apple TV 4K is just as good as Android for IPTV. You can use iPlay TV, IPTV Smarters or GSE IPTV. I use my Apple TV 4K for IPTV with no problems. The only thing it lacks is VPN compatibility but otherwise, does a good job.
I use amazon fire stick with my iptv provider , so stable never faced any major issues in the past 10 months .
never tested with apple or android , for me the amazon stick is more than enough

Apple TV lacks good software for IPTV. Also Apple's platform is extremely restrictive towards end user highly limiting options available, so there is actually no choice. If you are going to watch IPTV you have to use Android TV
