IPTV buffers on PC but not on Android phone

On my PC regardless of which program I'm using (vlc, kodi, myIPTVplayer, browser based from provider) I get constant buffering every 20-30 seconds. On my android phone it works perfectly. Connected to the same network with either WIFI or ethernet it doesn't matter. I even put my phone on airplane mode just to make sure it wasn't somehow drawing data from my cell towers. I've changed router settings like QOS/parental control/ipv6, using a quality VPN, nothing. I've upped buffer time on my PC to 30-60 seconds and it still buffers. ISP is spitting out good speeds

Really out of ideas on what it could be. It has to be something on the PC/network but I don't know what else to check. Any help would be greatly appreciated.

Not to be insulting, but have you checked that they are pulling the same resolution source? Smaller screen may be given a lower resolution by default.

Do you have another computer that you can test it with? If not, use one from a family, friend, or colleague, this way you can eliminate whether it is something on the PC.

Nine times out of ten, it is usually a hardware issue, however, since you also tested from the PC via the WIFI, than it appears that it may be something on the OS layer, therefore, if testing with another PC is not possible than use a bootable live-CD or usb that runs linux from memory as this will confirm whether the issue is specifically with the operating system or some other installed/running software. Don't use emulation software to test from within the OS because VM's guest OS usually inherit issues and limitations from the host OS.

Maybe try bluestacks to emulate android on your PC since you've had success on mobile device.

It is the best iptv app I uses on a PC.

Probably pointing out the obvious but are both your phone and pc using the home wifi? Your phone isn't using the cell tower by any chance?

i think some of the apps available for windows based pc doesn't support hardware decoding. windows based pc apps only supports software decoding which will used a lot hardware resources of the PC. most of the time iptv providers recommends android for stability. if you want to run iptv on your pc you need upgraded PC to be able to enjoy streaming on iptv.
