Do Upscaling Devices Increase Resolution??

Good day to you all. I found this 4K Upscaler device on amazon: https://www.amazon.com/dp/B07CP138D6/ref=cm_sw_r_cp_api_glt_fabc_QJ04PHABEVA83RVZWTYY?_encoding=UTF8&psc=1 and I wanted to know do devices like this increase resolution of any video to 4k? I have a Formuler GTV device with an IPTV subscription that has live channels streaming from all over the world. Anyways, the majority of the channels are at 1920x1080. My TV is a 4K HDR TV which has no problem playing these channels. However, I wanted to know if I hooked up this upscaler device, will the resolution of those 1920x1080 increase to 4K?? Will the picture quality look any better?? I only asked cause the price is high and I wanted to be sure before I make the purchase. Thank you all.

Technically it will be in 4k, but if the source is not in 4k, it will still look just as pixelated. You can't upscale what's not there in the end.

Don't know about this device, but my nVidia Shield does a very good job with its AI Upscaling. It definitely adds detail and reduces pixellation.

Nope they can't add more detail to what there allready is unlike some ai upscalers which can be insanely hardware demanding
