Yes, this is very common and just about every provider experiences it at one time or another. It's called channel looping and there is nothing you can do to fix it since it is happening on the provider end. You need to contact them and let them know that a certain channel is looping and they should fix it.

Let your provider know the channel is looping. This can be caused by exceeding their connections on a source, or for other reasons. They can usually fix this quickly.
