What I would like to be able to do is take a folder full of content and create my own 24/7 channel that I can add into an m3u file
The idea would be that this channel would Loop through the videos in the folder. I assume that's how they're created anyway. Does anyone know how to do this?
I do it by using Plex and dizquetv . I use the dizquetv generated m3u and add it to tivimate. Here are a couple of screenshot. Everything listed there is my own content.

Not sure if you are willing to install and configure both Plex and Dizquetv but both are free and it can be done and works well.
M3U is basically a playlist file, Technically should just be able to list the videos in a M3U and it will play them, wont be randomised or anything though.
Kodi had an extension called PsuedoTV that achieved what your after, no idea what a modern alternative is
