Is my Internet Mysteriously Being Throttled?

I have been using 4kOTT IPTV service for quite some time now on my Chromecast with Google TV on a 20 Mbps VDSL connection.

For 2 weeks now, I am facing a weird problem. Although my Ookla' Speed test shows the full speed available; however, my IPTV service on TiviMate buffers like hell during 2 pm - 5 pm and 8 pm - 12 pm.

I even tried changing the software to IPTV Smarter PRO, reset my device multiple times, and even my router as well. But when I changed the internet connection from VDSL to Mobile Phone's Internet, it starts to work "perfectly" and "smoothly", without any buffer.

DSL support guy and checked with the streaming (IPTV is legal in my country), and even he didn't have a clue as to why is it happening on the DSL connection and NOT when I stream through the mobile internet. He just told me that it might be a load balancing issue at their end and went away to raise this query to the higher technicians.

  1. Am I being throttled? or is that actually a load issue?

  2. Are there any other ways I can address and explain it to the ISP representatives?

  3. Would VPN help me with that? or some dns or proxy will help me with that?

When its buffering at certain hours, its normally an issue with your internet. When more people connect at certain hours, yuo get less speed and hence buffering.

Try a Vpn and see if it improves. Most do free trials.

If speed test is showing you full speed at that time, that means your bandwidth (current average connection speed) is OK and most likely your ISP is doing some kind of throttling for your IPTV server connections. I would try a VPN in this case to check if buffering disappears.

If you see speed test is much slower than expected at that time then that confirms ISP facing some load causing slowing down of bandwidth.

Your isp is throttling you , vpn will solve this, try express vpn it have one week free trail.

We really cannot diagnose if your internet speed is been throttled. You should check it out yourself by trying a VPN. Spider VPN would be great for this.
