4k fire stick is plenty for iptv and streaming. Anything more than that is just a waste if all you want to do is stream.

Formuler box is the only way to go, mytvonline app on the formuler boxes beats all. Formuler z alpha is a great box for about 100 euro.

Of course. Specially if you view 4k content. Not every Android box is the same. Different hardware, different chipsets... Regarding the OS, Android TV will give you the best viewing experience.

If you want 4K streams be sure to get a 4K device like a Firestick 4K, Tivo Stream 4K, Google Chromecast with GGTV (does 4K). They are all between $30 and $50 for purchase. The NVidia Shield is more expensive (around $250) but it features upscaling which makes 1080p streams look crisper, almost like 4K. If you have the money it might be worth going for a premium device like that.

I bought a used 2017 nvidia shield pro two yrs ago as we always used a FS. The difference in quality is huge so i bought an 2019 nvidia shield pro. So if you can afford it go for shield..........

I found the Firesticks to be kind of slow. Went with the Firecube and those were fine, but I like the Tivo Stream 4k the best. Haven't tried Nvidia (wasn't sure it was worth the $$) or Formuler.
