I’ve never used Apple TV before. Am I able to throw smarters on it? There’s a 1st gen on marketplace and am tempted to pick it up but worried it will be obsolete like old iPhones

Don't bother search for a gen 4 and up. I found a gen 5 with the updated remote on Facebook market for $45 and sold it in eBay for $130.
also GSE smart iptv is a good ios/os x iptv app to use
I've got an ATV 3 that's jailbroken. I was able to set up my local network to hijack the trailers app (common to get plex on the ATV 3). I wrote a simple IPTV player in php (served from a web server). It was able to read a playlist and present the channels in a grid. It had no EPG support or anything fancy. It worked, but it was a lot of work to get a little bit of functionality.
If you are avoiding the ATV 4 and above due to price, you can always grab a cheap android TV and couple that with an IPTV player (tivimate) or addon to the Live Channels app (pvrlive, cosmidvr).
