Is there a service that will interrogate the site and give me a generic URL for the latest video

I have an IPTV encoder on my local network that takes HDMI input and outputs IPTV to my local LAN.
I'm using it to encode the HDMI/monitor output from a security camera DVR/NVR system so I can watch the camera view from other places in my home instead of just the physical HDMI monitor attached to the device.
With VLC app on computer and smartphone, it works great using the VLC "Open network...." and then putting the URL of the encoder which is http://aa.bb.cc.dd/ts.0
I'm looking for an easy way to view on actual TV's in the home without adding an AppleTV, Firestick or other external media box to the TV.
I've seen various IPTV apps in the TV-manufacturer "app stores" for LG and Samsung. These apps seem to want a public m3u playlist to access a publicly streamed IPTV content.
Is there an easy way to either use these apps directly with my local network encoder without having to create my own web server and m3u playlist hack (is that even possible?), or some other "native app" for smarttv that can just play the live stream like VLC can? (There is no VLC app for these TV's)
Newbie to IPTV (but not tech or AV/networking) so maybe I'm overlooking something obvious that you guys know?
